2. Scope of work

a) Code type advice: choosing the length of the company prefix to suit current and planned product numbers.

b) Account and dossier preparation: guidance on the organisation's electronic identification account and preparing the online application.

c) Online filing: filing and monitoring through the National Public Service Portal and supplementing when requested.

d) Product declaration: guidance on creating codes for each product and declaring product data on the system.

e) Using the codes: printing codes on packaging, maintenance obligations and updating information.

3. Process

Step 1. Code type advice: 7S Law receives the expected number of products and advises on the prefix type and corresponding state fees

Step 2. Account preparation: the client prepares the organisation's electronic identification account as instructed

Step 3. Filing: 7S Law prepares the application on the National Public Service Portal; the client confirms and pays the fees

Step 4. Monitoring and result: 7S Law monitors, supplements when requested and receives the barcode right-of-use result

Step 5. Product declaration: 7S Law guides code creation for each product and product data declaration on the system

4. Timeline and deliverables

Under Decree No. 37/2026/ND-CP, the processing authority notifies incomplete applications within 1 working day and grants the electronic right to use barcodes within 7 working days of receiving a valid application.

Note: actual timelines may change if the authority requests supplements or amendments, if documents are provided late or incomplete, or if procedures or laws change.

Deliverables: the electronic decision or certificate granting the right to use barcodes, the list of declared product codes and usage guidance.

b) Law on Product and Goods Quality No. 05/2007/QH12 dated 21 November 2007, as amended by Law No. 78/2025/QH15

a) Where is a barcode application filed?

Under Decree No. 37/2026/ND-CP, applicants file online on the National Public Service Portal and receive the electronic right to use barcodes.

b) Which code length should I choose?

A shorter prefix allows more products to be coded but carries higher fees. 7S Law advises based on the current product range and expansion plans.

c) Is there an annual maintenance fee?

Yes. Code holders must pay an annual maintenance fee under fee regulations; late payment may lead to withdrawal of the right to use the code.

d) Does a change of company name or address require new codes?

No. The company updates its information; the term of the right to use the code is unchanged.
