Product Testing Services for Declaration and Circulation in Vietnam

A test report can only be used in a declaration dossier if it covers the right parameters and is issued by a qualified laboratory. 7S Law identifies parameters under the applicable regulations, coordinates sample submission and checks the test report before it goes into the dossier.

1. Who this service is for

a) Food companies: that need testing for self-declaration or declaration registration.

b) Goods manufacturers: that need test results to develop company standards or make conformity declarations.

d) Companies conducting periodic testing: that monitor the quality of products in circulation.

2. Scope of work

a) Identifying parameters: based on technical regulations, standards and safety limits applicable to the product.

b) Selecting the laboratory: a designated or accredited laboratory meeting the requirements of the declaration procedure.

c) Coordinating samples: guidance on sampling, sealing, sending samples and monitoring turnaround.

d) Checking results: comparing the test report with the required parameters and handling any failed parameters.

e) Next procedures: using the results for product declarations and company standards.

3. Process

Step 1. Intake: 7S Law receives product information, the purpose of testing and the expected regulations

Step 2. Parameters and laboratory: 7S Law proposes the parameter list and a suitable laboratory and informs the client of expected testing costs

Step 3. Sending samples: the client prepares samples as instructed and 7S Law coordinates submission

Step 4. Monitoring and checking results: 7S Law tracks progress, checks the test report and advises on any failed parameters

Step 5. Handover: 7S Law hands over the test report and advises on its use in the next procedure

4. Timeline and deliverables

Turnaround depends on the number of parameters and the laboratory's methods, usually from a few days to a few weeks. 7S Law confirms the expected timing once the parameter list is agreed.

Deliverables: the original test report, the checked parameter list and guidance on using the results for declaration procedures.

a) Law on Food Safety No. 55/2010/QH12 dated 17 June 2010, effective from 1 July 2011

b) Decree No. 15/2018/ND-CP dated 2 February 2018 detailing the Law on Food Safety, continued in application under Resolution No. 15/2026/NQ-CP

c) Law on Product and Goods Quality No. 05/2007/QH12 dated 21 November 2007, as amended by Law No. 78/2025/QH15

d) Law on Standards and Technical Regulations No. 68/2006/QH11 dated 29 June 2006, as amended by Law No. 70/2025/QH15 dated 14 June 2025, effective from 1 January 2026

9. Frequently asked questions

a) Which laboratories are accepted for food self-declaration?

The test report must be issued by a designated laboratory or one accredited to ISO 17025, under Decree No. 15/2018/ND-CP.

b) How long is a test report valid?

For food self-declaration, the test report must have been issued within 12 months before the dossier is filed.

c) What if a parameter fails?

7S Law works with the client to identify the cause, adjust the formula or process and retest before declaration.

d) Does 7S Law perform the testing itself?

No. Testing is carried out by qualified laboratories; 7S Law coordinates, checks the results and uses them in the legal procedure.
