Each product group has its own declaration procedure, handled by different authorities. 7S Law identifies the right procedure for the client's product, arranges testing, prepares the dossier and files it until the product is cleared for circulation.

1. Who this service is for

a) Companies launching new products: unsure whether a product requires self-declaration, declaration registration or a conformity declaration.

b) Importers: that must declare products before customs clearance or before placing goods on the market.

c) Brand owners using contract manufacturers: that must declare in their own name and take responsibility for the product.

d) Companies with several product lines: that need a single point of contact for food, cosmetics and regulated goods.

2. Scope of work

a) Product classification: identifying the product group, the responsible authority and the applicable declaration procedure.

b) Testing and assessment: advising on parameters and sending samples to designated laboratories or certification bodies.

c) Preparing the dossier: self-declarations, declarations, conformity declaration dossiers and supporting documents.

d) Filing: filing with the competent authority or online system, explaining and supplementing when requested.

e) Handover and guidance: handing over results and advising on labelling, record-keeping and post-declaration obligations.

3. Process

Step 1. Intake and classification: 7S Law receives product information, labels and ingredients and identifies the procedure and authority

Step 2. Testing or assessment: 7S Law advises on parameters and sends samples to a suitable laboratory or certification body

Step 3. Preparing the dossier: 7S Law prepares the dossier based on the test results for the client to sign and seal

Step 4. Filing and monitoring: 7S Law files, monitors, explains and supplements when requested

Step 5. Handover: 7S Law hands over the result and advises on post-declaration obligations

4. Timeline and deliverables

Timing depends on the procedure: food self-declaration is completed as soon as valid test results are available; cosmetic notifications receive a receipt number within 3 working days; declaration registrations and conformity certifications depend on the authority and certification body. 7S Law confirms the timeline after classifying the product.

Note: actual timelines may change if the authority requests supplements or amendments, if documents are provided late or incomplete, or if procedures or laws change.

Deliverables: the declaration result for each product (published self-declaration, receipt number or acknowledgement), the filed dossier and written guidance on post-declaration obligations.

Depending on the product group, this service is provided on the basis of the following legal instruments:

9. Frequently asked questions

a) Which declaration does my product need?

Ordinary foods usually require self-declaration; certain groups such as health supplements and medical nutrition foods require declaration registration; cosmetics follow their own notification rules; goods subject to technical regulations require a conformity declaration. 7S Law classifies each product on receipt of the information.

b) Is testing required before declaration?

Most food and regulated goods declarations require valid test or certification results. 7S Law advises on parameters to avoid testing too little or too much.

c) Where are conformity declarations filed now?

Under Law No. 70/2025/QH15 and Decree No. 22/2026/ND-CP, declarations are made on the national database on standards, metrology and quality and with the specialised authority under each regulation.

d) Does changing a label or formula require re-declaration?

It depends on the change. Changes to ingredients or quality parameters usually require re-declaration; some information changes only need updating. 7S Law reviews each case.
