4. Timeline and deliverables

Timing depends on laboratory testing time and, for products requiring registration, the processing time of the competent authority. 7S Law confirms the timeline when quoting.

Note: actual timelines may change if the authority requests supplements or amendments, if documents are provided late or incomplete, or if procedures or laws change.

Deliverables: the completed self-declaration or the receipt of declaration registration, test reports and the reviewed label.

7. Legal basis

Under Resolution No. 15/2026/NQ-CP dated 6 April 2026 of the Government, Decree No. 46/2026/ND-CP is suspended and product self-declaration and declaration registration follow Decree No. 15/2018/ND-CP. Applicable legal instruments:

a) Law on Food Safety No. 55/2010/QH12 dated 17 June 2010, effective from 1 July 2011

b) Decree No. 15/2018/ND-CP dated 2 February 2018 detailing the Law on Food Safety, continued in application under Resolution No. 15/2026/NQ-CP dated 6 April 2026 of the Government until the amended Law on Food Safety and its guiding documents take effect

9. Frequently asked questions

a) Which products require registration of a declaration?

Under Decree No. 15/2018/ND-CP: health supplements, medical nutrition foods, foods for special diets, nutritional products for children up to 36 months, and new food additives or those not yet on the permitted list.

b) Has self-declaration been abolished?

Decree No. 46/2026/ND-CP has been suspended; self-declaration continues under Decree No. 15/2018/ND-CP.

c) How long are test reports valid?

Test reports used for declaration dossiers must be within the prescribed validity period. 7S Law checks this when preparing the dossier.

d) Does a label change require re-declaration?

It depends on the change. Changes to ingredients or the product name usually require re-declaration.
