A company may only provide study abroad consulting services once the Department of Education and Training issues a certificate of registration for study abroad consulting business. 7S Law reviews staff and facilities, prepares the dossier, files it and follows it through to the result.

1. Who this service is for

a) Newly established companies: planning to provide study abroad consulting that want business lines and conditions aligned from the start.

b) Education companies: expanding into study abroad consulting or opening additional branches or offices.

c) Certificate holders: that need to adjust, supplement or extend the certificate when details change.

d) Foreign-invested enterprises: that need advice on investment procedures and study abroad consulting conditions in Vietnam.

2. Scope of work

a) Reviewing conditions: premises, facilities, materials on foreign education policies and consultant files against Article 116 of Decree No. 125/2024/ND-CP.

b) Business lines and company advice: registering or adding appropriate business lines and a staffing plan that meets the conditions.

c) Preparing the dossier: application in the prescribed form, consultant list and supporting documents under Article 117.

d) Filing and liaison: filing with the Department of Education and Training, explaining and supplementing when requested.

e) Receiving the result: receiving the certificate and advising on reporting and disclosure obligations after licensing.

The following are quoted separately when required: enterprise registration or changes, investment procedures for foreign investors, standard consulting contracts with students and cooperation agreements with foreign schools.

3. Process

Step 1. Intake and review: 7S Law checks the consultants' degrees, language and study abroad consulting certificates and the planned premises

Step 2. Completing conditions: the client adds staff, certificates or materials as advised

Step 3. Preparing and signing: 7S Law prepares the application and document list for the client to sign and seal

Step 4. Filing and appraisal: 7S Law files with the Department of Education and Training, monitors the appraisal and provides explanations when requested

Step 5. Result: 7S Law receives the certificate, hands it over and advises on post-licensing obligations

4. Timeline and deliverables

Based on administrative procedures published by provinces, the Department of Education and Training appraises the dossier and conditions within about 15 days and then decides on issuance within about 5 working days of the appraisal result.

Note: actual timelines may change if the authority requests supplements or amendments, if documents are provided late or incomplete, or if procedures or laws change.

Deliverables: the certificate of registration for study abroad consulting business, the filed dossier and written guidance on post-licensing obligations.

6. Information we need from you

Enterprise registration certificate; proof of the right to use or lease of the premises; list of consultants with university degrees, language certificates and study abroad consulting training certificates; materials on the schools and courses to be advised on.

7. Legal basis

Under Article 116 of Decree No. 125/2024/ND-CP, consultants must hold a university degree or higher, have foreign language proficiency of at least level 4 and hold a study abroad consulting training certificate. Applicable legal instruments:

b) Law on Enterprises No. 59/2020/QH14, as amended by Law No. 76/2025/QH15 dated 17 June 2025, effective from 1 July 2025

a) Must the company be established before applying?

Yes. The application must include the enterprise registration certificate, so the company must be established with suitable business lines first.

b) What requirements apply to consultants?

Consultants must hold a university degree or higher, foreign language proficiency of at least level 4 and a study abroad consulting training certificate under Decree No. 125/2024/ND-CP.

c) Which authority issues the certificate?

The Department of Education and Training of the province where the company's head office is located.

d) Do changes of address or staff require a new procedure?

Changes to the information on the certificate require an adjustment or supplement procedure with the Department of Education and Training. 7S Law reviews each change to identify the right procedure.
